To add, but not digress from the original post, you can collect all the logs at once with a diagnostic bundle collection

AND (XSA('xyz@ptc.com'.'PMO Reports')."Columns"."Segment Portfolio" IS NOT NULL)
gives the correct results because it ensures that the column "Segment Portfolio" has no null values.The issue is because the column "Segment Portfolio" has null values in it. Kindly validate the same and see if it helps. Thanks.

@Sumanth V -Oracle Data doesn't have null values.
See below images. If we select Nulls, it shows No data found. if we select Nulls and exclude, data is full.
