In my experience Umm i tested it to downgraded from the rpd of obiee 11.1.1.6.1 to 11.1.1.5.1 and i dont have any problem. That works for me.

That's fine, but my point stands. In general (anecdotal data excepted), this approach is a bad one.

Use the version of the Admin Tool that matches that of your OBIEE server.

Yes, i agree with you, i know the version in obiee server has to match with admin tool (or viceversa), and i give a workaround wich is the downgrade however i used it and i didnt get any issue.. In other hand i dont know if the client open an sr an request the version installer

Ok just to make @rmoff's point blatantly clear:

That is NOT a workaround. It's a dirty hack. RPD structure and functionality can (and does) change between releases and when you "downgrade" you're basically willing to risk a totally unusable RPD. 1.1.1.5.1 and 11.1.1.6.1 may have worked but that's just luck. As Robin said: it's anecdotal...and it was a LONG time ago.

So: No. Don't. And to be even more blatant: Have fun explaining this when things start failing and Oracle refuses your SRs. Because this isn't supported.

Let me explain, I said "in my experience" which it happend to me just with only one moment, that i have to do something like that and i didnt have the obiee 11.1.1.5.1 admin tool.

What you said it was luck because i didnt get any issue, and its clear the downgrade its a highly potential problem,  I just said a option maybe its no the best, and its not the correct, but I said "in my experience", because all we know the BEST solution its to get the correct version of Admin Tool. However to close this discussion, I said if she cant get the admin tool on the server or on the link of the home dashboard, i dont know if she can open a SR to request the admin tool, that she needs.
