Project getting rejected automatically even project approval workflow is validated

Summary: We have requirement that project should get auto approved when project is baseline and Project get auto rejected if project budget is not baseline.
This project approval feature based on project budget has been feature in 23A update of oracle.
Still project is getting rejected.
