There is no ETA for the enhancements as they depend on lot of factors like feasibility, impact etc...

We want to change the behavior here, but when editing responsive layout, this is just a simulation of screen size. When you actually open this on a small screen device, the maximized viz will only take up a percentage of the available canvas size... so there is no actual bug here. We will consider changing the behavior of a maximized view when simulating screen sizes, but there is no actual bug here when opening responsive layouts on small screens and maximizing views.
