Is it possible to start/stop managed servers, Admin server, node manager, OPMN process using WLST?
Any help will be appreciated.

What version, especially weblogic version?
wlst can be used to start/stop AdminServer, NodeManager (local one only) and managed servers. OPMN depends.
I am using OBIEE 11.1.1.7
So that's weblogic 10.3.6.
Is your OHS instance on the same server as your weblogic server or on a separate host?
We have two servers. One, a database server and another one is OBIEE server.
I would recommend you not try to manage OPMN managed services directly via wlst. You are better off using opmnctl

OBIEE 11.1.1.7 is based on Weblogic 10.3.5
You have to update to 10.3.6 if you wanted a supported (per the certification matrix) using Oracle 12c as system DB.
Because that's the explicit component which manages things (legacy NQuire stuff written in C/C++) in 11g.

I scheduled the report in OTBI and the agent was run successfully. However, I do not receive the report after the run in my inbox. The addresses are properly recorded, and the report is in an excel format and saved as a pivot table in otbi. What can be the cause?
