how to add scroll bar to graph instead of scrolling option available in graph properties

how to add scrolling bar to graph. i added this scroll option from graph properties as

but the thing is this scroll is only visible when u select the zoom option from graph.please find below screenshot

is there any way to have this scroll visible permananetly.
