In OAC, you can use a 'Dashboard Prompt' with a Text Field as the user input.
The basic setup is:
For example, if the prompt is based on 'Customer Name' the analysis should have a filter on 'Customer Name' with the operator 'is prompted'.
One thing to keep in mind is that the value entered in the text box needs to match the underlying data value, depending on how the prompt/filter is configured. If you need partial matching (for example, entering part of a customer name), the prompt/filter may need to be configured differently.

To prevent the table from automatically running/populating when the dashboard opens, you can use the 'Prompt Before Opening' option.
In OAC:
With this option enabled, OAC will prompt the user for the required filter/prompt values before running the analyses on the dashboard page.
If you also want the user to enter a value in the text box and then explicitly click 'Apply', please make sure the prompt is configured to 'show the Apply button'.
This prevents the table from immediately executing with no filter value when the dashboard is first opened.

Tools → Dashboard Properties is a "classic" setting.
OAC (just like OAS) has both DV workbooks and "classic" dashboards, and historically the word dashboard reference the "classic" object.
A DV workbook combines dashboard, pages and analyses into a single object, and for this reason some call it dashboard or report.
If in your question you mention "DV workbook", you avoid the confusion of answers covering "classic" dashboards. Or at least "DV", to make it obvious you aren't working with "classic" objects.
