to replicate reports from others subject area
i have separate instance for each countries due to compliance policy. my existing subject area pointed to country A. tested ok for all reports. I need to replicate the same structure of subject area to others country. Hence, can I copy the dashboard or report in the country A to save into the other country.

You need to replicate the subject area and to do so you are going to copy dashboard and reports? This will not replicate your subject area at all.
If all you look for is how to copy your dashboard and analysis (and all the other objects) from an instance to another you can, assuming both instances are the same version, simply archive and unarchive in the catalog. You can do it in the web UI or using the Catalog Manager.
If the subject area names are different between instances search/replace with Catalog Manager will help you to manage that (be sure to learn how it works and understand the impacts of search/replace as you don't have an "undo" button).

Why would you do that?
Why wouldn't you have a single subject area that covers all of the countries and then apply a security model that filters this so the users only see the data for the country they should?
This would be cheaper to develop, easier to maintain, consistent, scaleable...
