Yes, they have access to time hierarchy.

As mentioned in original post, they are able to create the report. This means user have access to that subject area. Issue is happening when they try to edit it again.

I have an SR open with Oracle on this issue. I will post the update once I hear back from them.

Narrative view is working fine for non admin users. They can add html tags, select "Contains HTML Markup" box and output is also displayed correctly.

Hi Gianni, Thanks for the quick reply. As mentioned in the original description, user have "Save Content with HTML Markup" privilege. Its only working when we assign "Save System-Wide Column Formats" privilege.
