By default most of the Seeded roles for the respective modules have BI Consumer and some of them have BI Author privilege as well. You might have to analyze the current roles for the user and see if you can create a custom one by removing BI Author privilege. Regards Gopi

Aaron, Did you try setup the permission at the Folder level? By default BI Consumer role have access to this report. You can remove and then add additional roles that needs access to the folder so that regular employee won't have access to the Human capital management folder. 

Kiran, We saw couple of months ago where all the subfolders got duplicated suffixed with random alphanumeric characters. When we checked with Oracle on an SR, they couldn't find the root cause and we closed the SR.
