Right now CF rules are only triggered on numerical data. we do have a roadmap item to extend it to attributes but there is not timeline to share yet.

in Conditional formatting you can limit the scope of the rule using the 'scope' option. this might help you a little bit , but as you mentioned earlier, this only applies to the Data and not the description.
