If you are on the Jan 2026 upgrade of OAC and have the required privileges and still don't see the option, I'd suggest raising an SR.

@Balachandra_Devadiga User needs to have 'Create and Edit AI Agents' permission to be able to view the option to Create AI Agent. Confirm this on your instance

Governance plugin V2 is designed as a custom workbook extension. I think this feature is only available from OAS 2025.
