What is the seeded report name? Copy the resulting 'Analysis XML' from the seeded report and with that create a new OTBI report.

Are you using any template, and is it invoking any third-party code/URL? Generally, these type of issues occurs when you use any non-orcl contents in the fusion code/logic/reports.

Create a presentation variable for that OTBI report. Try adding the same in the infolet and see if it prompts for the param when adding it from page composer options.
