I found a way to get the URL instead of the BASE64 encoded data for the image in the HTML output by setting the HTML output option "Embed images and charts in HTML for offline viewing" to False. The default value is True. Interestingly, this option is not mentioned in the documentation for the BI Publisher 11.x release.…
