I got the solution. Posting it here for reference. To enable this feature, In the BI Administration > Manage Privileges - The privilege ‘Deliver Content Link in Email’ by default mapped to ‘Denied: Authenticated user’ i.e., disables this feature for all users. It should be mapped to BI Consumer Role.
