Also having the same issue with 64 bit Office 2019. I get the same error of "Please use BI Publisherdesktop installer 32bit" when trying to install bipublisherdesktop64. I have 64 bit JRE installed. I can install BIpublisherdesktop32 but no toolbar appears.
