Are you sure your account is provisioned for OAC-Classic? Is this a new or relatively new account? At least in the US, by default new accounts are not being provisioned for OAC-Classic (Customer Managed), only OAC (Oracle Managed). I have a customer who required a waiver to get OAC-Classic.
