What specific functionality are you interested that it's in new version of OBIEE vs. what's in the current version? I presume you are asking for the ugrpade since you are missing some functionality?

IE is known not to support browser standards. I am not sure how you would solve this, but I think that a safer bet is to just forget about IE and have users start using more modern browsers.
