I found a workaround: Edit "<DOMAIN_HOME>\config\fmwconfig\biconfig\OBIPS\incubation.properties, add oracle.bips.marketing.hosted=false, restart all obips server. Now file incubation.properties contains: oracle.bips.marketing.enabled=true oracle.bips.auth.nextGenAuth=false oracle.bips.marketing.hosted=false
