Try increasing the ram to atleats 16GB. Since you have increased the managed server to 2048 , its occupying this space and no releasing it. One of the reasons why it works when you restart the BI server as it releases the ram back.

we increased the sever ram from 8 gb to 24 gb and also increased the java heap size as per tuning guide. BI is now faster and no more signing in hanging problem.Try this. We will be monitoring this the coming week and hopefully this will resolve the issue.

We are having the exact same issue 12 c version latest one . The only difference in our case is SSO . Oracle has told us to refer to tuning guide but I feel this has nothing to do with tuning . Are you using F5 or ssl ? Or it's just http ?
