Actually, Oracle provides a number of system variables in BI Publisher available to SQL during run-time. There is a variable XDO_USER_REPORT_LOCALE that fits the purpose and it works in online report run, but (oops...) it is not populated during scheduled report execution. Re-opened Oracle SR...

I believe it is possible by creating custom BI Publisher (BIP) report. If you have OTBI it includes BIP on a back end so you can get practically any data that you see on UI, actually even more than that.

Please read "FusionBIPAudit" document and find the set of Oracle BIP Audit seeded reports. I believe there are plenty of information that covers all your needs. On top of that, once you got in, you can create a variety of your own reports.
