Please show a minimal reproducible test case. Post (as text, not screen shots) the DDL to create your tables, INSERT statements to create sample, representative data. Show the output you expect from that data, and a description of the logic by which that output is derived.

Wrong forum (space, whatever they call it).
This is the SQL and PL/SQL forum. It's for questions about programming in these languages.
Instead, you are using BI Publisher, and its specialized scripting language. The command you showed us (even if it doesn't work for your problem) has absolutely noting to do with SQL or PL/SQL.
Find the BI Publisher forum (still on this same site - just different forum) and ask your question there. With some luck, one of the moderators will see this and they will move your question to that forum instead.

Moved from SQL/PLSQL

@Moo+ ,
Isn't this the same as https://community.oracle.com/tech/apps-infra/discussion/4492284/how-can-i-merge-column-head-xml-publisher-rtf#latest ?
It looks like you posted this one first in a database category (SQL/PLSQL), while the first one is in the OBIA category.
If it's a duplicate of your other thread, please close one and keep only one of the 2 open (double posting is against the forum rules).
As far as I know there isn't a BI Publisher category here (there is one in the MOSC forum, so if you have a valid CIS, you could consider ask this in https://community.oracle.com/mosc/categories/bi_publisher instead.
