Update email validation to allow international email address characters

Eloqua email validation still only allows ASCII characters.
It is now possible to have international email addresses that contains characters which do not exist in the US ASCII character set, and that thus requires the more modern and feature-rich UTF-8 encoding to be represented correctly.
Eloqua will not import or allow forms to be submitted containing non-ASCII characters.
This is an issue for many international customers. For example, in Norway it is possible to use international email addresses, e.g.
jon.are.kjæ[email protected]
arnfinn.bø[email protected]
This needs to apply for both the domain part and for the local part.
