BAR descriptions accessible from Talent Profile

The configuration guide leads me to believe that a manager can only view a competency's BAR description from the performance review form. Would be BAR description be available to a manager while updating an employee's competency rate from their Talent Profile? My question assumes the configuration allows the manage to update their employee's competency ratings.
