Dotted-line reporting structure and performance goals/reviews

I work within a rotational program and participants have a dotted-line reporting structure - a program supervisor and a work supervisor. I would like to know if there are other companies out there that either have similar programs or at least have employees to report to 2 supervisors. If so, does Taleo Performance have the capability to allow the work superviosr and program supervisor to set the goals and complete the performance reviews within the system? Is it a matter of creating a specific workflow or making one a collaborator?
Any insight is greatly appreciated.
