Inactive Review Request has Delete button but cannot be deleted

We created and activated a Review Request on our Review Cycle. We then realized that the dates were wrong so we cancelled all of the reviews on each of the members in the Review Group, Inactivated the Review Request and attemtped to delete the Inactive Review Request. It could not be deleted. We get the message:

"The action cannot be completed.You cannot modify a review request that is active or for which reviews have been generated.You cannot delete a review request that contains review request groups.You cannot delete a review request attached to an employee review.
