Absence View Only?

Is there a duty or way to make Absence view only

I have a business requirement where the need is to have the Payroll group view the Absence screen.  Right now, access to the Absence screen allows the ability to run accruals, add an absence, and process enrollments/adjustments.  Is anyone aware of a way to remove those actions? 

The image uploaded shows where I would like to remove the actions.
