Suggest Comments in Performance locking up screen

Suggest Comments has appeared as a function in the Competency and Overall Comments fields

Suggest Comments has just appeared as a function in Performance for use in the Competency and Overall Comments fields and if the worker or manager clicks on it it opens a window that can not be closed and you must reboot to get out of the locked screen.  Does any know how to disengage the function or hide the option?  I also think it is hiding the writing assistant as I have writing assistant engaged for the manager and the option does not appear for use.
