Create Order Page: Display Bill-To Location

Users would like to display the Bill-To Location as well similar to ShipTo Location

Is is possible to enable Bill-To Location in create order page. Its look like customization is disabled for the create order page.

Any other work around to get the BillTo Location enabled ..
