Configuring 5 Absence Plans for 100 different countries

We have a scenario, where we need to configure the 5 different Absence Plans (Maternity Leave, Paternity Leave, Bereavement Leave etc...) for 100 different countries. 
Considering that, the Formula for calculation of accrual balance is same for all the countries. 

So, 
1) What is the best way of configuring these Absence plans for all the countries? If, we start configuring manually, it will be 5X100 = 500 Absence Plans, even though the accrual balance formula remains the same. 
2) Does Oracle has any script or configuration files for these kind of configurations.?
