Add a notification when workers add their performance goals. Currently, there is no notification sent to managers when workers add performance goals and the workaround is to set up auto approval and then set-up FYI notification in BPM. This is a lengthy process since we are setting up approval just because of a notification. It also adds an addition step when worker adds goals, first they add goals and then they need to submit the goal plan to triggered the FYI notification.
