Loading Performance Ratings

Hi everyone,
I am considering the pro's and con's for the below approaches. Please provide your inputs if you have similar situation.
#1. I got a situation where Performance Management is not implemented and will be considered in future phases. But to track the ratings, Can we load the performance ratings into system via data loaders ? Talent Profiles is being implemented, so in this case if we can load the ratings and which in turn gets populated in the person spot light. Is this possible?
#2. Having a DFF to capture the performance rating and in future once the product is implemented, we can use the same data.
