Goal icon not visible to employee

Summary

Set up structure in About Me as Yes on all visibility Admin and Managers can see. Employees cannot.

I am trying to make the Goals icon visible to all employees.  Through Structure, I have made Goals visible through My Workforce, My Team and About Me.  I can see them all when I am logged in as an Admin and a Manager; however, when I am logged in as an Employee, the Goals icon is not showing up.  What am I missing?
