Netherlands - we can not meet legislative requirement in relation to overlapping absences

As per NL legislation:

Illness absence type as per NL law should be allowed to overlap with any number of other absence type and not just 1. 
in order to track the Illness type correctly. 

We are currently unable to end the Illness type each time when there is a overlap with more than 1 other absence type.

Has anyone else supporting NL and using absences come across this legislative requirement and how have you supported it?

We have  ER 28389127 & 28409718 which are not progressing.
