When going through benefits enrollment and adding in a new contact, i am unalbe to scroll all the way down

When adding a new contact during in benefit enrollment in HCM, I am unable to scroll all the way down the page.  As a result, employees are not able to see the "birth date" field for these new contacts and submitting them without providing this information.  If I set the "zoom" on my screen to 90% I can get all the fields to fit on the screen and am able to see them.  Problem is most screens are defaulted to 100%.  Is anybody else seeing this?  I've tried IE and Chrome and get the same results.  Reset browser back to defaults,
