Trying to calculate overall rating with only section ratings

Hi all!

We have a requirement within one of our business units to have the manager rate each section manually and then the overall rating calculated.  They do NOT want to rate the individual items within each section.  From what I can tell, in order to calculate the overall rating you must have one section that has item ratings.  Has anyone found a way around this?  Am I over looking something on my performance template?
