Delegate is getting time cards to approve but not PTO Requests

An employee who doesn't have direct reports is set up as a Time and Labor delegate.  She is getting notifications to approve time cards, but is not getting PTO Requests.  Anyone else experiencing this issue and any ideas on how to resolve this?
