My Team Goals - Workers don't appear

Summary

When the manager goes into My Team Goals, his team doesn't appear. When he tries to assign a Goal, not names appear under workers.

We have checked that the hierarchy is correct, and ran Refresh Manager Hierarchy.  We have reviewed the Line Manager Role and confirmed that the Goal Manager pieces are there: Goal Management Line Manager, Manage Development Goal by Manager, Manage Performance Goal, Manage Performance Goal by Manager, and View Development Goal. 

This is occurring with the 2 managers I've attempted this on.  Seems like it is somehow Security Related?  The manager can view his team, and look at all the tabs (Public Information, Skills and Qualifications, etc), but when he clicks on the Goals tab - the Manager's Goal Plan appears instead of the Employees.
