Overall Rating Bug for Competencies?

Hi Guys, 

We recently launched a new cycle of performance documents (anytime docs) to be completed by managers. They are required to comment on each goal, provide a comment for each competency and provide a rating for each competency.

After the manager has given a rating, they are saying that they have only completed 0/11 ratings for example, why would the total number of ratings show? Is this  a bug?
