EXM_EXPENSE_REPORTS - What does -1 in CURRENT_APPROVER_ID mean?

So in EXM_EXPENSE_REPORTS and the CURRENT_APPROVER_ID column, most of our entries are -1 and there is a few -9999

The rest are person IDs. What does the -1 represent?
