How do companies handle transactions in flight during workforce compensation cycle

I was testing what would happen if a person record has a future dated job title and/or salary change during the timeframe when running the "Transfer Workforce Compensation Data to HR".  The person data from the compensation worksheet wasn't reflected on the person record, due to a pending change on the person records.

Do other companies freeze person assignment/salary changes during the annual compensation cycle, or how do you get around transaction conflicts?
