Overtime to compensatory Plan calculation

Hi all,
We configured overtime entry ( custom one because we do no have payroll ) and the overtime is being successfully transfered to compansatory absence plan balance.
The customer's requirement is though to multiply the overtime (hours) with 1,5 before transfering to the absence plan as balance.
So if the employee has overtime for 1 hour he/she earns 1,5 hours leave
Moreover if the overtime is on public holiday then it should NOT transfer to Compensatory Absence Plan. ( because it is being paid)
Can you please advice how we can achieve these requirements?
