How to enable new talent review dashboard

I am working in a 19A pod yet the talent review dashboard still looks the same.  According to release notes, the dashboard has been redesigned. I have seen it in Oracle demo pods. How do I enable this?   I have enabled responsive settings though I don't see one for talent review.

"Talent Review Dashboard Redesigned - Improve your user experience with the updated talent review dashboard. We have moved the actions to convenient menus and have made the dashboard easier to use. We have implemented popular enhancements such as including worker pictures and providing more information about the worker. The enhanced dashboard also provides full page views of succession plans, talent pools, and analytics that are associated with the meeting."
