Competency Section Is not Displaying Proficiency Rating

Hi all, 

I have created a Competency Section and have included content items and have also enabled rate items and selected Proficiency Rating Model. However, while completing the performance section the rating model is not appear. Is there a setting I am missing? Thank you!
