Change in employee status and plan updates

Hi there.
In our PTO plan for US employees we have a salaried and hourly plan. They accrue at different rates based on your years of service. We have employees that move from salaried to hourly (and vice versa). The plan eligibility is not really working. It puts them in the new hourly plan, but does not end date their old plan properly.
Additionally, the plan balances do not transfer. Is this something that Oracle can do, or does this have to be a manual activity where we look for status changes and then go manually transfer balances and end date the old plans?
