Not able to run Accruals for an employee

I am getting below error while running accrual for an absence plan on Manage Absence Records Page.

Processing Date is same as hire date or enrollment date

Error :

The accrual process failed because the person does not have an active payroll on the processing date. (ANC-3405133)
The worker does not have payroll information as of the processing date. "

Absence plan enrollment date is same as Person hire date and tried to run for same month.

Is there any configuration issue, please provide any inputs on how to run accruals (Date)
