Is there a way to prevent under allocation of a budget on the compensation Worksheet?

Hi,

I'm currently completing the setup for one of our budget pools and I want to prevent managers from over or under allocating their budget. I can prevent over spend by setting the 'Maximum Percentage Over Allocation' to 0, however I have't identified a way to prevent managers from under spending their budget. I've provided a screenshot of the setup for the 'Configure Budget Pools' page.

Has anyone setup a budget pool to prevent under spend?
