Enabling 19A Enhanced Talent Profile for existing customer

Enabling 19A Enhanced Talent Profile for existing Cloud Customer, who has not used Talent Profile so farContent
We are using Oracle HCM Cloud from R13 17D onwards. We haven't enabled Profiles so far and also not defined any single Competency. There is no Profile data at all. Now we are planning to use the Enhanced Talent Profile which has come in 19A.
1. In this case, do we need to do "Manage Talent Profile Upgrade Mapping" step for enabling the new Talent Profile?
2. We don't have any Talent Profile data so far, so can we just enable the below Profile options alone and we will be all set?
