Is it possible to do automatic payouts using "Discretionary Disbursements" on a given date ?

We have a requirement with my current client to setup automatic payouts at a particular date. I noticed, on one of the posts that there are no scheduled processes to run to process the discretionary disbursements as of a given date, is that true ?

Our requirement:
•    Employees who are enrolled in to Time off in Lieu bank can request for a payout at any given time throughout the year.
•    In Addition to employee manual request for payout, the system should perform an automatic payout as follows depending upon the Time off in Lieu Absence Plan:
