Want to see data based on Custom hierarchy in Worksheet

Dear Support Team, 

We have requirement from customer that Functional and Departmental head want to see different Employees data in Worksheet in order to perform (Increment, Promotion and bonus allocation) which are not fall under their own hierarchy. 

In standard functionality Manager can see their own hierarchy data. 
e.g. 
Head Relationship manager (637748) should see all employees except Employees who falls in HR Functions and Group Heads. This requirement is not achieved through manager hierarchy because not all employees come under Head Relationship manager. 

In order to achieve this requirement we have created Data Role (Compensation Manager) / Security profiles and created Custom Organization hierarchy (WFC Sec Tree1) but still manager can see their own hierarchy instead custom hierarchy which we have created.
